I;m not asking for money, although any one wanting to send me a gift for hrhistmas, make it a 41 liter liquid oxygen tank, please. I have plenty of insurance to pay 100% and already approved for life for the treatment. Now does any one seem to understand what;s wrong with the federal health pan all of you thought you wanted. Its a "PAPER TIGER" You don;t get what's promised , but the premiums are paid by you and the taxpayer anyway. This is what happens when its all in the control of govt contractors who are not subject to the laws of the land as there ae no internal audit controls, nor federal law enforcement to enforce them when the laws are promises are broken. Even civil rights laws don't help when ones compliant is never read not answered and there is no constitutional rights of appeals ( issues never answered, or answered at all) and HR 1063 signed in to law 1/11/13 has yet to be implemented as no one seems to understand what it is since conditional payment law of 1981 has not been enforced since 1994 when Sec of HHS Donna Shalal said law enforcement not needed against the insurance industry, nor govt contractors an collapsed the health care system as greed ran things amok.
All HR 1063 does is resurrect that law and adds penalties and hundreds of millions of dollars should have been assess already against the partners of Medicare, alone for violaiton of the law. And if the trillion dollars owed back, as CMS insiders says is owed, then payments to your doctor could be raised and not lowered as they routinely are to make up the difference for the 'stolen' monies. Yes stolen! Its why under the orignal law, the involvement of the US attorneys office and Office of Inspector General and the general counsel for medicare played a crucial role in the enforcement orignally as often overt criminal acts were done to illegally 'dump' the bills already aproved for payment by the primaries onto the Medicare system and sometimes even onto Medicaid, which I have evidence and appealed on a loved ones of mine for a lab test.
And all done by the 'illegal' proprietary agreements among the insurance industry and the partners of Medicare who often are subsidiaries OR interlocking companies with them which over rule the laws, regulations, govt contract terms that require the laws be upheld, and even, in my case , appellate Judges orders and rulings that what they ae doing is wrong and US attorneys say is the biggest RICCO case in the history of the USA. Yet,
nothing is done, as Congress has appropriated no money, to investigate nor prosecute and shut it down , let alone the political appointees running HHS for the last twenty years making sure the monies are there nor even asking for it. In fact , they have gone to Congress and praised the thieves for doing a good job, instead.
So , it was all too easy for a couple of reuglations to get passed quickly with no warning even to those being put out of businee that took care of patients well all over the country. Often those of us, who cannot tolerate the ozone emitting and ionizing oxygen concentrators, have suffered major injuries due to actions by some major billionaires and their insurer is often one of the few big ones 'to big to fail'; too big to prosecute and one study shows about 10 million like me in the USA and most now have tanks left behind, we got filled on or own by going direct to the gas companies, if not dead already after 5/1/2 years. and no way to get them replaced now unless one is wealthy. My money goes for health insuance premiums that will cover the full cost of all this and did prior to 1/08 when a moajor death panel was created and my civil rights complaints go unaswered and disappeared and so did the hearing file that Medicare should pay , even if there is no supplier. But the last thing the partnersfof Medicare 'want is claimants perosnally involved with their claims as as irregularities get discovered. They wont even talk to one nor provide info and 1-800- Medicare has no information they can share and no authority to take any actions as part of the the 'military industrial complex' that is in charge and holds most govt health contracts such as General Dynamics in this nation and others.
I have had their phone lines blocked since 4/09 when I found out that thousands of fraud reprots filed by 500@ witness ( agents) there were never forward to CMS as their govt contract required. And only about 500 were on what was learned though my contacts with them of the $4 million dollar theft by creating 17 Medicare numbers and turning each claim into 17 and the provider getting only one pay when even one pay was theft when not coded for reovery as a conditional payment.
Last week, an employee of Dallas CMS sad that she had ben informed there was no theft. -that it was all part of the circumvention of the laws and only one payment went out. But the evidence is 17 pays were debited from the Medicare trust fund and sent to the Federal reserve and me and others. on each cliam staritng with 1/06 and done in 8/08 and continued until ACS 'lost' my Part B premiums as controller of Social Security Adminsistraiton now and the monies went to the Federal Reserve and where they went form there is unknown until a full audit of that largest govt contract in history is audited. to learn where 23 trillion dollars of the people's money has gone to. acocridng to a partial audit finally passed by Congress but not fully completed. SO someone said and nothing was done to look at the evidence?WHO SAID?
Phone lines blocked to my home becasue the Depuity sec of HHS searched and found not one of thousands of fraud reprots on the partners of Medicare had been forwarded to CMS in violation of the contract and the 1-800 Medicare agents were ordered to never see fraud nor report it although its in their govt contract they are required to do so and often will be the first ones to detect it as patients call about anomalies that might appear on ones summary notice of payments and buried in the legalize on the bottom which some may not question. Then when they pull up the history, it may be discovered.
In my case, it got discovered when doctors were lied to and told my claims number had been changed and the number was a phoney one created by the partners of Medicare to use on an unsecured offline system designed for theft of the Medicare trust fund. I have no assurances its been shut down yet. Indications is , it has not inside many. And just who lied to the Regional CMS workers to obstruct a major criminal investigation. and recovery of monies to this date? And the insiders who saw and documented with the best evidence, and I have good evidence, good enough according to US attorneys for a search warrant if there was any Federal law enforcement agency asking for it. and to date none. How could a trillion dollars be stolen and no one in charge do any kind of criminal investigation? No money allowed to be spent according to Congress. So why doesn't the authority be passed in a simple bill. All equal before the law, even govt contractors?
Part of the reason for the major scam artists who have stolen was the obvious inside collusion by the partners of Medicare who didi not report such things as the psychiatrist in North Texas who did 100 million dollars of orthopaedic surgery and no one inside questioned it? Sorry, I know of no hospital or clinic in this country that would allow surgeries performed by one not in the field of expertise and certified, etc. Maybe once in a massive disaster, but one doesn't anylyze' a broken bone, one sets it and does surgery on the injured body part.
I know from being part of the program since 6/68 and conducting fraud investigations of Medicare myself as federal emplyee, that the others that got as high as millions and hundreds of millions stolen, were reported by patients for years and the govt contractor did nothing but cover up the crimes. Yet Congress refused for 20 years to have over sight and pass laws to stop the horroble crimes including deaths as a result of felony actions by those who were entrusted to uphold the laws.
Pres Obama, along with all your executive orders you have signed how about one to carry out the laws already on the books to stop the thefts of public monies. Your predecessors in the White house did not do so, will you? One question to be asked by any in authority every day. Will what I do or don't do cause the death of any one? And when the laws are broken and cause atrocities to occur, then monies already appropriated need to be used to stop the bleeding of the naition's monies which are needed to stop needless deaths.
